Meeting Notice, Agenda for the meeting and Proposed Budget and Balance Sheet. Meeting minutes were read from the May 6, 2023, annual meeting, motion made to accept as read, seconded and passed
President/Vice President Report:
The Board of Directors were introduced by Karla Myers, filling in for Larry Foss. Karla stated she was new in the community and volunteered to be on the board to fill in for an open position as Vice President. She encouraged the attendees to get involved in our community to continue in supporting the great neighborhood we all enjoy
Financial Report:
Cheryl stated the balance at beginning of the 2023 fiscal year was $247,117. The income for 2023 fiscal year was $127,006 The expenses for 2023 fiscal year were $54,408 and $85,835 loan payment for water system totalling $140,243. Balance at the end of fiscal year was $230,826. The difference in expenses from budget vs actual was a slight increase in water fee and more significant difference in unexpected legal fees. Motion was made to accept budget for fiscal year 2025, and financial report, seconded and passed.
Construction Report:
Bob reported very little activity on construction in recent months – two properties on Blackberry Lane still in permitting process on each side of beach driveway. Motion made to accept report, seconded and passed.
Landscape:
Lee reported that many complaints were primarily covenant violations regarding height on trees. Last year we had twelve complaints and only three remain current, with homeowners working on completing. He reminded the attendance that hedges should only be at six feet, and tree limit at 16 feet in height. Any complaints should be addressed to Lee in writing in an email. Motion made to accept report, seconded and passed.
Beach Report:
Steve and Lee reported for Peter - A year ago, a resurface was completed on beach access driveway. The wood bulkhead on beach remains in need of replacement eventually and discussions took place on ideas and suggestions of completing that project. In the past year, a boulder from adjacent property to RPCC property above parking lot of beach, moved in a slide and is precariously resting just above parking area and efforts are in process to get bids to deal with removal as it creates a potential danger. Hopefully removal will take place prior to Fourth of July picnic. The consensus in discussion was to have a sign alerting the residents to the boulder above parking lot until removal.Keys for the lock on the gate on beach access are available through Lee Taylor until Peter Dannerbeck returns, as someone broke the lock, and a replacement was made. Some of the old keys work, and others do not.
Motion made to accept report, seconded and passed.
Water:
Steve reported there were three water meters broken/frozen during winter months and have been replaced, as they keep them on hand. These involved properties where there was no use during winter months and with our extreme cold freezing temps this can happen.
The Washington State Department of Health released the water bacteriological analysis for Rocky Point, and the report was good, stating on coliforms and e coli, absent and satisfactory.
In April 2024, we had two power outages, and the back up generators failed causing some residents to have low or no water pressure. Our water system operates on gravity feed and pressure system and they did not function properly due to no manual start on generator. Steve has personnel coming out to install a manual start, so when the electronic system fails, we still could maintain the water system during power outage. Motion made to accept report, seconded and passed.
Old Business:
During the annual meeting in 2023, a discussion was held on organizing a volunteer committee for a “welcome committee” for new residents in our community. Terri Mueller and Ida Bearden and a few others signed up to assist in that effort, and as of March, 2024, the board agreed to support this with a gift bag of up to $35 per new resident, that would provide someone with book on Camano Island, key information about Rocky Point Community Club and other useful information. Terri reported that the committee has delivered a few to new residents and they were received with positive comments from the new residents. Many thanks to the new volunteers.
Election of Directors:
Karla explained that she filled the Vice President position from last year because of a resignation, and that this position was open to anyone who would like to volunteer. There were no volunteers at this meeting and Karla agreed to remain and fill this role as Vice President.
Other offices up for election were Landscape chairperson, Water chairperson and Construction chairperson and possibly Beach chairperson most recently. There were no volunteers or names presented, so as a result, Lee Taylor, Steve Hughes and Bob Opheim will all remain in current positions. Ida Bearden agreed to accept the Beach chairperson position with assistance of Peter and Board.
Motion was made to approve slate of officers, seconded and passed.
New Business:
Discussion was held on the O’Bannon court litigation. Steve gave an update and recent account on this matter from Matt Walker, attorney for RPCC. O’Bannon’s have filed a Motion for Reconsideration on Court Ruling from last year and there is no current update on status from Court as of this date.
