2023 Annual Membership Meeting

MAY 6, 2023

Call to Order:    Meeting was called to order at the Camano Chapel,May 6, 2023 at                                10:00AM by Larry Foss, President

Proof of notice of this meeting was mailed to RPCC membership on April 5, 2023, containing the following: Meeting Notice, Agenda for the meeting and Proposed Budget and Balance Sheet. The Board of Directors were introduced and Laura Ruelas, a homeowner/member, was introduced as the volunteer for open position of Secretary

Meeting minutes were read from May 7, 2022, and motion was made to accept as read, motion seconded and approved.

 

Presidents Report: 

Larry announced that both Don Lamb and Alex Keggan have resigned from Board positions for personal reasons, he wanted to thank them for their service to the community and work on the Board. Larry also presented clip boards passed around to attendees for volunteers to sign up for various committees, such as Examining committee for financial audit of accounts, a nominating committee, to help with open board positions in next year, a welcome committee for new homeowners in our community to assist with information for our immediate HOA, and a social committee to help plan possible future events to keep our community connected.

 

Vice Presidents Report: 

Eddie shared with members what a great relationship the board had, how organized everything went and encouraged others to get involved and volunteer. It doesn’t take a great deal of time and how it makes for a better community.

 

Financial Report: 

Larry reviewed and explained highlights and numbers as listed on budget and balance sheet. Motion made to accept Treasurers report, seconded and approved. Motion made to accept budget for 2024 as noted on mailed enclosure, seconded and approved.

 

 

Construction Report:

Bob reported there is no new construction. There is a permit in process for Carolyn Lu on Blackberry Lane. Tom and Christina Elliott have requested a right of way variance on property adjacent to beach access on Blackberry Lane. Board cannot make variance, and Elliotts have contacted county with variance request. Sign is posted on property with information for any questions with county.

 

Michel Mack has requested variance to reduce square footage on main floor of a future home on his lot at the end of Granite Lane. RPCC board cannot change the CC&R requirements. Motion made to approve report, seconded and approved.

 

Landscape:

Lee reminded everyone if they wish to report a complaint pertaining another homeowners property, to possibly speak with the neighbors and address the issue, if possible, otherwise to please put complaint in writing to his attention.

 

Update on O’Bannon situation- still no change, awaiting civil courts to schedule legal action, as delayed as result of COVID closure in court system. Motion made to accept report, seconded and approved.

 

Beach Report:

Peter reported that beach access gate has been moved to remove encroachment on adjoining property. The Chet and Helen McHugh memorial bench has been installed on the north side of driveway to beach, by their daughter. It is located in a great spot part way down drive with lovely view. Also, water issues from hill above beach continues, someone from Patrick & Sons will provide a bid for mitigating water issues. Motion made to accept report, seconded and approved.

 

Water:

Steve reported that our water system worked well during our storms this past winter, and our generator helped so that we did not experience any issues during power outages. There is a slight glitch in our pump system, and when that occurs, we notify King Water and they reset it. It also notifies us if there is an overflow in system. There is a warning light at the location on Sunset, and if anyone notices red light on system monitor, please alert Steve. He stated that meters are read four times a year by King Water. A statement is mailed letting each property owner see the water usage for their lot, and 160,000 gallon limit per year is the threshold and if someone is exceeding this amount, please contact Steve. Motion made to accept report, seconded and approved.

 

Open Board Positions:

Cheryl Conner Hamilton has contacted Larry for Treasurer position and Laura Ruelas added her name as potential Secretary opening on Board. No other names were presented for open positions. Motion was made and seconded to approve both candidates to their respective positions.

 

Election of Directors: 

The slate of officers proposed:

President, Larry Foss

Treasurer: Cheryl Conner Hamilton

Secretary: Laura Ruelas

Beach: Peter Dannerbeck

 

A motion was made to approve the slate of officers as presented, seconded, and approved.

 

Old Business: 

The Larrie Adamson Memorial 4th of July picnic is scheduled to be held in the parking lot at the beach. Steve Hughes and Olga Motz are in the planning /prep stages.

 

New Business: 

A suggestion was made to have email updates more often than the yearly letter that could be used to notify members of other situations and events in the community. President and Secretary will work on updating list and to make available to members.

 

The question of our current ByLaws and CC&R’s that expire in 2024 – after discussing with legal advisors, there is no need to renew either – they are in effect going forward and will be.

 

The meeting was adjourned at 11:25 a.m.
